Join us as a Senior .NET/Application Developer supporting mission-critical systems at the Joint Pathology Center. In this high-impact role, you'll develop and modernize enterprise applications, integrate AI-enabled capabilities, and help ensure secure, reliable healthcare technology solutions.

Position Description: The Senior .NET/Application Developer provides enterprise-level software engineering, application support, and Operations and Maintenance (O&M) services for Joint Pathology Center (JPC) software systems.
Tasks/activities include, but are not limited to:
- Provides software engineering and technical support to ensure full operational capability of JPC application systems
- Maintains and supports LIS software and other mission-critical applications across all environments (e.g., development, testing, staging, and production)
- Monitors application health, logs, and performance metrics to identify errors, performance degradation, and anomalous or suspicious activity
- Implements corrective actions, patches, and defect resolutions to maintain system stability and performance
- Designs, develops, enhances, and sustains applications using industry best practices and approved development frameworks
- Implements future system enhancements based on evolving mission requirements and stakeholder input
- Provides objective evidence that software design outputs meet specified requirements at each phase of the Software Development Life Cycle (SDLC)
- Integrates machine learning models, analytics engines, or AI services into existing applications in accordance with Government-approved architectures
- Ensures AI components are transparent, auditable, and compliant with DoD cybersecurity, data governance, and ethical use guidelines
- Supports AI model lifecycle activities, including training data integration, testing, validation, deployment, and performance monitoring
- Collaborates with stakeholders to identify appropriate use cases for AI within LIS and other JPC systems
- Monitors and maintains system interfaces to ensure reliable data exchange and interoperability
- Supports database interactions and coordinates with database administrators to ensure data integrity and performance
- Tracks, manages, and documents all software Change Requests (CRs) using robust configuration management practices
- Plans, coordinates, and executes software releases, patches, and updates across environments
- Supports release validation and rollback procedures as required
- Embeds security controls within software applications to meet DoD cybersecurity requirements
- Conducts application security testing using approved tools and methodologies (e.g., OWASP, Fortify, static and dynamic code analysis
- Performs and supports verification and validation activities, including unit testing, functional testing, code inspections, walkthroughs, and static/dynamic analysis
- Ensures software meets functional, security, and performance requirements prior to deployment
- Documents test plans, results, and remediation actions
- Generates reports and status updates to communicate system changes, configuration updates, risks, and operational status to JPC stakeholders
Compensation & Benefits: The annual projected pay range for this position is $116,405 - $130,190 with consideration being given to various factors including but not limited to qualifications, experience, job responsibilities, and geographic location.

Requirements
Minimum/General Experience: 5 years of application development experience
Minimum Education: BachelorsDegree ininformation technology, computer science, cybersecurity, engineering, or related field;Activecertification meetingCyber IT/Cybersecurity Workforce(CSWF)/Information Assurance Technician (IAT)Level II requirements(e.g.,Security+ CE,CySA+, CND, GSEC, GICSP, SSCP) or a certification for DCWF 621 - Software Developer (e.g., CSSLP, CISSP, CISSP-ISSAP, CISSP-ISSEP, SecurityX/CASP+, SSCP)
Essential Skills/Qualifications:
- Excellent experience providing support for web-based and Windows-based applications developed using the Microsoft .NET stack (e.g., ASP.NET, C#, MVC, IIS, etc.)
- Excellent experience supporting a Laboratory Information System (LIS) and other Commercial-Off-The-Shelf (COTS) and Government-Off-The-Shelf (GOTS) software products
- Excellent experience supporting development, sustainment, integration, modernization, and troubleshooting of applications
- Above average experience supporting Graphical User Interface (GUI) development using various technologies (e.g., Visual Studio, .NET MVC framework, Kendo UI, JavaScript, HTML, AJAX, ASP, CMS platforms, SQL Server, MySQL)
- Experience coordinating closely with system administrators, database administrators, cybersecurity personnel, application teams, vendors, and mission stakeholders
- Experience designing, developing, and maintaining Artificial Intelligence (AI)-enabled application features
- Experience designing, implementing, and maintaining integrations between multiple software systems using web services, APIs, and HL7 interfaces
- Experience with version control repositories
- Experience developing and maintaining comprehensive technical documentation (e.g., system designs, configuration baselines, interface documentation, Standard Operating Procedures (SOPs))
- Experience supporting a federal agency
