Engineer I
GENERAL DEFINITION OF WORK:
This is entry-level professional work providing engineering support in one of the following assigned areas of responsibility: Distribution Engineering, Power Delivery, Power Supply, System Planning, or Dispatch & Compliance. The incumbent will be responsible for performing basic engineering work within the assigned area of responsibility involved in the planning, design and operation of the electric utility. Tasks will vary depending on the area in which the incumbent is assigned. Re-assignment to another area of responsibility may occur whenever necessary as needed to meet the needs of the Utility. Work is performed under the close supervision of a designated supervisor and is checked upon completion for technical proficiency and adherence to standard practices.
TYPICAL FUNCTIONS:
Performs work, designs and implements systems, and advises field personnel consistent with industry best practice and a commitment to the safety and well-being of the public, fellow staff, and themselves. Performs engineering tasks requiring the application of engineering principles and prescribed methods, procedures and standard designs to perform work of specific and limited scope. Assists in the development of project/study plans, specifications and bid documents. Performs operating and economic feasibility studies and evaluates alternatives. Responsible for the execution of assigned projects and studies. Provides field direction for assigned projects and studies. Coordinates or prepares various internal and external reports. Maintains accurate and complete records and files. Performs related work as required.
AREAS OF RESPONSIBILITY:
Dispatch & Compliance: Assist in the design, operation and maintenance of the Supervisory Control and Data Acquisition (SCADA) system and Advanced Metering System (AMI). Provides technical and administrative support for the utility’s North American Electric Reliability Corporation (NERC) compliance program.
Distribution Engineering: Works with customers to develop electric infrastructure needs. Provides engineering support to field personnel and line operations. Conducts field work in staking poles and lights, checking temporary service for safety and construction requirements and prepares field notes. Prepares designs for typical distribution system expansions required to serve customers. Assist in the preparation of circuit maps and drawings. Assists in the design of transmission, substation, distribution and system protection designs. Assist in the preparation of circuit maps and drawings. Participates in the development of standards for design and materials for the distribution system.
System Planning: Performs power supply and delivery engineering studies including generation, transmission, substation and distribution additions and modifications. Assists with near and long term planning with the development of forecasts for energy requirements and peak demand on system infrastructure. Maintains awareness of customer adoption of alternative/renewable power supply options and electric vehicles and advises and creates mitigation strategies for resultant system impacts. Researches and identifies new and existing technologies that can be considered for deployment to improve the service reliability, power quality, and cost to value.
Power Delivery: Assists in the design and deployment of transmission, substation and system protection facilities and equipment. Assists in the development of system planning studies and protection settings. Provides engineering support to substation and relay operations field personnel. Performs field testing of materials, equipment, and protective systems. Evaluates test results.
Power Supply: Provides engineering support to operations and maintenance personnel. Prepares for and conducts unit/equipment performance and diagnostic testing. Develops repair recommendations. Oversees major outage activities as assigned.
Other Important Duties:
Keeps abreast of general, job specific, and industry developments in area of responsibility. Performs special projects as assigned.

Engineer II
GENERAL DEFINITION OF WORK:
This is advanced professional work providing engineering support in one or more of the following assigned areas of responsibility: Distribution Engineering, Power Delivery, Power Supply, System Planning, or Dispatch & Compliance. The incumbent will be responsible for performing engineering work within the assigned area of responsibility involved in the planning, design and operation of the electric utility. Tasks will vary depending on the area in which the incumbent is assigned. Re-assignment to another area of responsibility may occur whenever necessary as needed to meet the needs of the Utility. The duties allow for a wide latitude of independent action, judgement and decision making with minimal direction and supervision. Work is checked upon completion for technical proficiency and adherence to standard practices by a designated supervisor.
TYPICAL FUNCTIONS:
Performs work, designs and implements systems, and advises field personnel consistent with industry best practice and a commitment to the safety and well-being of the public, fellow staff, and themselves. Performs intermediate engineering tasks requiring application of engineering principles and prescribed methods, procedures and standard designs to perform work of specific and limited scope. Develops project/study plans, bid specifications and related documents. Evaluates bid/proposal documents and develops award recommendations. Acts as the project manager on assigned projects/studies to field and contract personnel. May provide supervision of other engineering staff, field personnel and contractors. Performs operating and economic feasibility studies and evaluates and recommends alternatives. May act as a Subject Matter Expert with respect to NERC Reliability and Cyber compliance standards. Ensures compliance with applicable NERC standards. Responsible for the execution of assigned projects and studies. Provides field direction for assigned projects and studies. Coordinates or prepares various internal and external reports. Maintains accurate and complete records and files. May perform technical training to personnel. May be responsible for the hiring, performance management, and disciplinary actions of subordinate personnel. May provide supervision and/or guidance to other engineering staff, field personnel and contractors. Responsible for the training of assigned subordinate personnel.
AREAS OF RESPONSIBILITY:
Power Supply: Provides engineering support to operations and maintenance personnel. Provides diagnostic tests on plant equipment to support preventative maintenance and operational reliability needs. Troubleshoots and initiates design changes or modifications in the analysis of plant system problems. Functions as coordinator when assigned to provide evaluation, coordination and planning for maintenance work. Plans, performs and documents performance test work on all major plant equipment. Provides testing and input data for maintenance management and equipment outage analysis.
Distribution Engineering: Works with customers to develop electric infrastructure needs. Provides engineering support to field personnel. Conducts field work in staking poles and lights, checking temporary service for safety and construction requirements and prepares field notes. Prepares designs for typical distribution system expansions required to serve customers. Reviews designs submitted by subordinate engineers and engineering technicians. Assists in the design of transmission, substation, distribution and system protection designs. Prepares circuit maps and drawings.
Standards, Materials, and Contracts: Activities are completed in a semi-independent manner with a medium amount of oversight and direction from a Senior Engineer, Manager, or Assistant Vice President. Develops design and construction standards and materials specification requirements for the distribution system, fiber system, transmission system, and substations. Assembles bid documents for ITB’s and RFP’s in coordination with department requirements and through coordination with Procurement and Legal. Works with appropriate staff to maintain equipment and material purchase contracts. Works with appropriate staff to ensure orders meet specification, and appropriate levels of stock are ordered to meet job requirements. Supports operations by maintaining and updating internal and external policy and procedure and other operating documents; including but not limited to: service manual, line extension contract, lighting contract, EV charging, easements, joint-use-agreements, and subordination agreements. Maintains department design and construction service contracts, including but not limited to: substation construction, communication construction, transmission and distribution construction, MOT, conduit installation, drone inspections, and professional engineering services. Assembles PSC audit response. Performs annual audits and adjustment of lighting fixture and joint-user attachments quantities prior to billing. Creates project estimates when requested. Provides limited assistance and project management of distribution, transmission, or substation projects as required.

Reviews designs and settings created by consultants, manufacturers, and subordinate engineers. Provides engineering support to substation and relay operations field personnel. Performs field testing of materials, equipment, and protective systems. Evaluates test results. May perform the daily scheduling of activities for relay personnel and plan and coordinate relay, substation, and generation projects. May provide supervision and/or guidance to other engineering staff, field personnel and contractors.

Senior Engineer
GENERAL DEFINITION OF WORK:
This is highly responsible advanced engineering and administrative work providing engineering support in one or more of the following assigned areas of responsibility: Distribution Engineering, Power Delivery, Power Supply, System Planning, or Dispatch & Compliance. An incumbent is considered to be a subject matter expert in the assigned area and is responsible for complex technical engineering work or administrative work such as design engineering, safety engineering services, complex engineering studies and analysis, training support, project management, quality assurance, budgeting, purchasing, operation/maintenance of electric utility facilities or systems. Work is performed under the general direction of a division manager/supervisor.
TYPICAL TASKS:
Performs work, designs and implements systems, and directs personnel consistent with industry best practice and a commitment to the safety and well-being of the public, fellow staff, and themselves. Directs and performs in-house development of plans, specifications for equipment repair, replacement, inspection and system modifications. Coordinates the activities of consulting engineering firms. Reviews proposals, plans and specifications developed by consulting engineers. Develops and manages vendor quality assurance programs. Reviews, analyzes and recommends operating and capital budgets and other budget requirements. Assists operational and maintenance personnel. May act as a Subject Matter Expert with respect to NERC Reliability and Cyber compliance standards. Ensures compliance with applicable NERC standards. Coordinates the preparation of various regulatory reports. Reviews specifications and drawings. Prepares specification for purchase of materials, equipment and capital improvement projects. Performs project cost comparisons and analysis of alternatives. Prepares and presents feasibility reports, compiles data and participates in various committees and groups. Acts as the project manager on assigned maintenance and capital projects, with responsibility for supervising contract and KUA employees assigned to the project; ensuring work is completed according to specifications; ensuring work is completed on schedule and administering project budget and expenditures. May provide supervision and/or guidance to other engineering staff, field personnel and contractors. May be responsible for the hiring, performance management, and disciplinary actions of subordinate personnel. Provides training to staff and mentors subordinates. Performs related work as required.
AREAS OF RESPONSIBILITY:
Power Supply: Plans, designs and analyzes power generating systems and equipment. Supervises and reviews the construction drawings by others. Develops programs for monitoring plant efficiency and plant betterment projects. Coordinates the activities of predictive maintenance throughout the plant.
Distribution Engineering: Works with customers to develop electric infrastructure needs. Provides engineering support to field personnel. Conducts field work in staking poles and lights, checking temporary service for safety and construction requirements and prepares field notes. Prepares designs for typical distribution system expansions required to serve customers. Assist in the preparation of circuit maps and drawings. Supervises and develops standards for design and materials for the distribution system. Reviews and advises necessary revision to easements, customer contracts, and legal agreements with other agencies. Supervises and reviews the of construction drawings submitted by subordinate engineers and engineering technicians.

Reviews designs and settings created by consultants, manufacturers, and subordinate engineers. Provides engineering support to substation and relay operations field personnel. Performs field testing of materials, equipment, and protective systems. Evaluates test results. Analyses protective system operations to determine root cause of operations and develop corrective actions as identified. Performs fault analysis and makes recommendations for system modification to improve reliability. May perform the daily scheduling of activities for relay personnel and plan and coordinate relay, substation, and generation projects.

EDUCATION AND EXPERIENCE:
Possession of a bachelor’s degree in electrical or mechanical engineering from an ABET accredited college or university.
SPECIAL REQUIREMENTS:
Must possess a valid State of Florida Class E driver’s license at time of appointment.
SPECIAL CONDITIONS:
May be required to work outside of normal working hours during system outages or emergency situations.
Individuals in this classification are considered essential during emergency and storm situations and must be able to work up to 16 hours per day for extended periods of time.
If assigned to Power Delivery (Relay), must be able to distinguish between red and green colors to safely wire, test, and commission protection systems and read circuit diagrams.
Engineer II
Possession of a bachelor’s degree in electrical or mechanical engineering from an ABET accredited college or university and five (5) years of engineering experience in one or more of the electric utility operational areas. Registration as a Professional Engineer in the State of Florida is desirable. An equivalent combination of electrical trade school training, electrical trade experience, or Master level electrical or mechanical engineering study may substitute for some of the required experience.
SPECIAL REQUIREMENTS:
Must possess a valid State of Florida Class E driver’s license at time of appointment.
SPECIAL CONDITIONS:
May be required to work outside of normal working hours during system outages, emergency situations or during assigned projects.
Individuals in this classification are considered essential during emergency and storm situations and must be able to work up to16 hours per day for extended periods of time.
If assigned to Power Delivery (Relay), must be able to distinguish between red and green colors to safely wire, test, and commission protection systems and read circuit diagrams.

Possession of a bachelor’s degree in electrical or mechanical engineering from an ABET accredited college or university and ten (10) years of engineering experience in one or more of the electric utility operational areas. Possession of a master’s degree in engineering may be substituted for one year of the required experience. Registration as a Professional Engineer in the State of Florida is desirable.
SPECIAL REQUIREMENTS:
