Description
Under the direction of the Township Clerk, this position is responsible for the Township’s accounting system, financial reporting, payroll administration, purchasing administration, and overall financial operations of the Township.
This position requires frequent interaction with elected officials, department heads, employees, vendors, auditors, and residents. Strong interpersonal, organizational, communication, and supervisory skills are required, along with considerable knowledge of municipal fund accounting principles and practices.
The Finance Director oversees the day-to-day operations of the Finance Department and ensures compliance with governmental accounting standards, Township policies, and financial reporting requirements.

WORK EXPERIENCE
- Five (5) to Ten (10) years of progressively responsible experience in municipal finance, governmental accounting, or related financial administration preferred.
- Supervisory experience preferred.
- Experience with municipal financial software, benefits, and payroll systems preferred
DUTIES & RESPONSIBILITIES
- Responsible for the day-to-day operations of the Finance Department.
- Oversees accounting practices pertaining to accounts receivable, accounts payable, and all functions of the general ledger.
- Performs daily reconciliation of journal entries and monthly account reconciliations.
- Administers payroll processing, maintenance, and related record keeping.
- Maintains payroll records including vacation, sick time, personal time, paid holidays, and wage schedules.
- Prepares and maintains the Township Fixed Asset Inventory system.
- Prepares W-2s, 1099s, and reports required by Workers’ Compensation and Unemployment agencies.
- Assists the Township Supervisor with preparation and administration of the annual Township budget.
- Assists with bond issue acquisitions and tracking of related construction project finances.
- Assists the Township Treasurer with money transfers and cash management activities as necessary.
- Responsible for Township risk management activities, including insurance claims and records related to Township property, vehicles, equipment, and liability coverage.
- Serves as Treasurer to the Township Building Authority, including assisting with construction bond acquisitions and tracking related financial documentation.
- Administers the Township Purchasing Policy.
- Reviews invoices and prepares claim vouchers for payment processing.
- Reviews financial reports prior to distribution to Board Members and Department Heads.
- Prepares GASB reporting as required.
- Supervises Finance Department staff and operations.
- Assists with preparation of the annual Township audit and coordination with outside auditors.
- Attends Township Board meetings, budget workshops, and other meetings as assigned.
- Performs additional duties as assigned.

EDUCATION
- Bachelor’s Degree from an accredited college or university in Finance, Accounting, Public Administration, or related field required.
- Master’s Degree in Business Administration (MBA) or Certified Public Accountant (CPA) designation preferred.
OTHER SKILLS & ABILITIES

- Ability to pass a pre-employment drug screen and post-offer physical examination.
LICENSES & CERTIFICATIONS
- Must possess a valid Michigan driver’s license in good standing.
- CPA, CPFO, or other governmental finance certifications desirable but not required.
PERIPHERAL DUTIES
- Answers finance-related questions from employees and departments.
- Composes, types, and edits correspondence, memoranda, reports, and related documents requiring judgment as to content, completeness, and accuracy.
