Description
The General Manager (GM) is responsible for the overall management and direction of the District’s water and wastewater facilities, ensuring the effective implementation of all programs, policies and directives established by the Board of Directors. The GM oversees all financial and administrative functions necessary for daily operations and is responsible for activities related to the operation, maintenance, installation, and repair of the District’s water, wastewater and compost facilities.
ORGANIZATIONAL RELATIONSHIPS
Reports to: Board of Directors
Directs: Deputy General Manager, Water and Wastewater Superintendents, and Administrative Personnel
Other: Works integrally with District employees, customers, consultants and contractors.
Requirements
GENERAL REQUIRMENTS AND RESPONSIBILITIES:
Directs, manages and coordinates District operations, staff, facilities, programs, projects and planning of existing and future services.
Coordinates and oversees the activities of the District’s consultants, engineers, attorneys and financial advisors.
Executes District contracts and agreements
Oversees and implements financial controls and reporting requirements.
Conduct and oversees public relations, including direct media interactions.
Leads and coordinates strategic planning efforts for regional water supply development, treatment capacity, interlocal partnerships, and long-term water sustainability.
Supervises and coordinates the preparation and presentation of the annual District budget, including capital improvement expenditures.
Coordinates annual review of employee compensation and benefits.
Provides final approval of personnel actions, including hiring, promotions, formal disciplinary actions, and terminations.
Performs other duties as needed or assigned by the Board of Directors.
SPECIFIC KNOWLEDGE, SKILLS AND ABILITIES:
Ability to interpret engineering plans and specifications; real estate documents and easements; professional documents; technical procedures; and government regulations.
Ability to analyze and interpret budgetary information and financial statements.
Strong written and verbal communication skills, including the ability to prepare detailed reports and business correspondence; deliver precise instructions to subordinates; and present information to various groups including the Board of Directors, City Managers, City Councils, customers and employees.
Coordinated and hosts tours of District facilities for customers, the press, and others as requested and needed.
Prepares and presents briefings and orientations to District customers, civic organizations, and governmental agencies as requested and needed.
Knowledge of Texas Commission on Environmental Quality (TCEQ) rules and regulations pertaining to water and wastewater supply and treatment and EPA rules and regulations.
Proficiency in the use computers and standard office and utility-related software applications.
FORMAL EDUCATION:
Bachelor’s degree in business, engineering or a related field.
A minimum of eight to ten (8-10) years of experience in the water and wastewater utilities industry, business development and administrative management.
CERTIFICATES AND LICENSES:
Consideration will be given to candidates with double “A” certification from the TCEQ.
A valid Texas driver’s license is required.
Texas Professional Engineering (P.E.) License in Civil or Environmental Engineering is preferred.
PHYSICAL REQUIREMENTS:
This job typically requires sitting, balancing, reaching, standing, walking (including construction sites), driving automobiles, speaking, listening, writing, reading and computer utilization.
WORK ENVIRONMENT:
Duties are performed in an office environment with frequent travel to meetings, conferences and to District facilities and construction projects.
EVALUATION:
The General Manager will be evaluated annually by the Board of Directors.
CONDITIONS OF EMPLOYMENT:
Continued employment is contingent upon maintaining all required licenses and certifications in active status without suspension or revocation.
District employee may be required to remain at or return to work during emergencies to perform duties specific to this classification or to serve in additional response roles as assigned. This may include working non-traditional hours or outside normal duties during an incident and/or emergency.
The General Manager serves at the discretion of the Board of Directors. Unless agreed upon in a written contract approved by the Board of Directors, employment with the District is “at will”.
